You may follow the below guide to change the top message on website.
Step 1: Navigate to Content > Elements > Blocks
Step 2: At the Block Top Panel records, click Select and click Edit.
Step 3: Click Show/ Hide Editor Button to show Editor mode, update your message in the text field and click Save button to apply the changes.
